The constitutional framework as adopted by Markazi Majlis-e-Mushawarat is follows.
Objective and Purposes of the MMM
According to the Dastoor, the object and purpose of the Mushawarat is to secure unity, cooperation and coordination among Muslim Jamaats as well as personalities of eminence, to establish a consensus on issues of concern to the community, to promote communal harmony, to provide relief as well as legal aid to the victims of communal violence, to monitor the situation of the Muslim community and to take up their legitimate grievances arising from non-implementation of the constitutional guarantees, national policies and political assurances with the authorities concerned, to encourage Muslim participation in national affairs and to create conditions for the protection of their religious and social identity and for the promotion of their educational and economic development.
The main organs of the AIMMM at the national level are the Supreme Guidance Council, Markazi Majlis-e-Mushawarat, the Markazi Majlis-e-Amla and the office-bearers. The Dastoor provides for a four tier structure with Majalis-e-Mushawarat at the national, the state, the district and the town level, all organically linked with the central body.
The Dastoor opens the door for the admission of all Muslim organizations, institutions and personalities of national, state, district and local eminence at the appropriate level in all spheres of human activity. There is no numerical limit to the membership of the Majlis-e-Mushawarat at any level.
Supreme Guidance Council:
The Supreme Guidance Council consisting of 15 Life Members to meet, at least once a year, to review the policy and approach of the Mushawarat and thus provide continuity to the AIMMM, decide the criteria for the membership of the Mushawarat by Muslim organizations and personalities and also function as the appellate authority on disciplinary matters.
Markazi Majlis-e-Mushawarat (MMM):
The MMM consists of Life Members i.e. Members of the Supreme Guidance Council, 2 national office bearers each of member Muslim Jama’ats i.e. organizations, institutions, societies, associations and trusts of national importance and individuals of national eminence with knowledge and experience in accordance with the prescribed criteria.
The Jama’ats and individuals may belong to any of the following fields of activity: Politics, Islamic Learning, Education and Training, Law, Language and Literature, Culture, Fine Arts and Sports, Journalism, Science and Technology, Medicine, Commerce and Industry, Finance, Social Welfare, Bureaucracy and Diplomacy.
The MMM is reconstituted, every 4 yeas by the MMA, in consultation with the Supreme Guidance Council, however eligible Jama’ats and individuals may be admitted to the MMM at any time. MMM meets at least twice in a calendar year to review the current status of the Muslim community as well as the Programme of Action adopted and adopts the Annual Budget and considers the Annual Statement of Accounts.
Markazi Majlis-e-Amla (MMA):
The MMA consists of not more than 31 members or 10% of the members of the MMM whichever is higher. The President and 20 members are elected by the MMM and 10 are nominated by the President keeping in view the demographic, ideological and occupational composition of the MMM. The MMA meets at least once in every quarter.
The MMA considers the report of the President and advises him on all matters relating to management as well as execution of the Programme of Action. The President has the power to appoint Committees consisting of members of the MMM/MMA for advise on current affairs.
The MMM elects the President from amongst its members for a term of two years. No person is eligible for re-election for a third consecutive term.
The President nominates the other office-bearers, namely, the Vice-President, the General Secretary and four Secretaries from among the members of the MMA and appoint as many Executive Secretaries as may be needed.
Reyasati Muslim Majalis-e-Mushawarat (RMM)
A RMM is established in any State, part of State or group of States, and/or UTs, with a Muslim population of at least 1 million.
The RMM is constituted by the President/General Secretary for a period of 2 years and notified by the Central Office.
The RMM consists of 2 office bearers each of the State units of a national Member Jamaat as well as of a State Member Jamaat functioning in the abovementioned fields, 1 office bearer of other Jamaats working in the State, individuals of State eminence.
The RMM shall elect its President and the members of the RMA from amongst its members. The State President shall nominate the State office-bearers, one or more Vice-Presidents and the General Secretary from among the members of the RMA and appoint as many Executive Secretaries as may be needed.
The RMA consists of a minimum of 11 members or 1/4 of the RMM, whichever is higher.
The RMM shall meet at least thrice a year and the RMA, at least once in every 2 months.
The RMA shall also have a Standing Committee.
Zila Majlis-e-Mushawarat (ZMM)
A ZMM is constituted in a district with at least 250,000 Muslim.
The ZMM is constituted and notified by the President of RMM for a period of 2 years with one office-bearer each of the District unit of a national or state Member Jamaat, one representative each of the Jamaats working at the Zila level and individuals of Zila eminence.
The ZMM shall elect a President and the members of the ZMA from amongst its members. The President shall nominate the Vice-President and General Secretary .
The ZMA shall consist of a minimum of 5 members or 1/3 of the membership of the ZMM.
Shaher Majlis-e-Mushawarat (SMM)
The SMM Shall be established in any city or town or notified area with a Muslim population of more than 50,000.
The SMM shall be constituted and notified by the President of the ZMA with one office-bearer each of a local organization or the local Unit of a national, state or district Member-Jamaat and individuals of local eminence.
The SMM shall elect a President and members of the SMA from amongst its members consisting of a minimum of 5 members or 1/2 of the members of the SMM whichever is higher. The President shall nominate the office bearers, the Vice-President and General Secretary from among the members of the SMA.
The AIMMM shall hold a National Convention every 4 years, in order to review the situation of the Muslim community and the problems it faces and the progress it has made with the participation of all members of the Markazi and State Majalis-e- Mushawarats.
